Project Description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a global service provider in the field of international cooperation and capacity building for sustainable development. In Northern Mozambique, GIZ is supporting bilateral cooperation in the area of “Peace and Social Cohesion” since 2022. The project “Nexus Norte – Support to forcibly displaced persons and host communities” is implemented jointly with the United Nations High Commissioner for Refugees (UNHCR). It is commissioned by the German Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschafliche Zusammenarbeit und Entwicklung, BMZ) with the objective to improve the living conditions of forcibly displaced persons and members of host communities in the provinces of Nampula and Cabo Delgado. Nexus Norte works along three outputs, seeking to (1) strengthen capacities for coordination across the Humanitarian Development Peace (HDP) Nexus, (2) providing opportunities for technical and vocational education and training (TVET) and income-generating activities and (3) strengthening the preconditions for a peaceful coexistence between different groups. The project “Inclusive Participation in Peace and Security in the border area of Mozambique and Tanzania” (IPPS) is commissioned by the German Federal Foreign Office (GFFO) and the European Union (EU) and seeks to strengthen the role of regional and local actors in implementing inclusive approaches to peacebuilding and preventing and countering violent extremism (P/CVE). The project conducts research, facilitates regional dialogue, and strengthens community resilience at local level.
The advisor will support the implementation of Nexus Norte Output 3 (30%) as well as IPPS project activities in Cabo Delgado (20%), and act as the sector’s security risk management officer in Cabo Delgado (50%).
Core tasks
Technical Advisor Peacebuilding (30% Nexus Norte + 20% IPPS)
• You provide technical advice on peacebuilding approaches and methodologies to strengthen social cohesion in Northern Mozambique to the Sector and Project Management as well as to implementing and financing partners. You support the development of relevant concepts and strategies and advance their operationalization.
• You are responsible for the technical implementation of Output 3 of the Nexus Norte project in the province of Cabo Delgado. This includes the preparation, implementation and monitoring of activities together with the project’s partners.
• You work closely with the IPPS Team Leader and technical advisors in Mozambique and Tanzania to implement activities that strengthen cross-border collaboration as well as community resilience at local level.
• You draft Terms of Reference and other contract documents for research studies and other service contracts and support the monitoring of activities conducted by consultants and financing recipients.
• You plan, prepare, implement and follow-up on workshops, trainings and other activities carried out by the projects with partners.
• You support regular analyses of conflict dynamics and trends and their implications for the project’s implementation in the province of Cabo Delgado.
• You connect and exchange with relevant partners with regard to the projects’ activities in Cabo Delgado.
• You liaise with the sector team as well as other relevant GIZ projects to align and coordinate the efforts to support partners in coordinating their actions along the HDP Nexus.
• You contribute to regular monitoring and reporting to donors incl. BMZ, EU, and GFFO.
Advisor Security Risk Management (50%)
With the position of Advisor SRM in Cabo Delgado GIZ intends to minimise the risks project staff members face in their working and living environment. As an Advisor for Security Risk Management (50%) you will be responsible for all aspects of day-to-day operational security risk management, considering existing GIZ security frameworks and agreements as well as any emergency and evacuation scenarios in close collaboration with the Head of GIZ SRM in Maputo as well as the Regional SRM Hub in Nairobi, Kenya.
In particular:
• You design, implement and maintain a professional security risk management system (SRMS) at project level.
• You produce security risk, conflict and stakeholder analyses including continuous analyses of the security situation for the project locations and ensuring dissemination and awareness among the sector team.
• You communicate up-to-the-minute information about any changes in the security situation as well as implementing directives to project staff members.
• You gather and assess security-relevant information and putting this in the context of the project work.
• You report regularly on the security situation, district risk profiles and on particular incidents to the Sector Management Team, the Head of SRM at country level, and the Country Director.
• You ensure ongoing communication and consultation with a variety of local and national authorities, as well as international and UN organisations.
• You support the Country Director as well as the Head of SRM at country level in the field of crisis management.
• You provide advice to security-related structural changes to buildings and assessing offices and private properties to ensure facility protection.
Requirements
• Postgraduate degree (Master’s or equivalent) in political or social sciences or another field related to the assignment.
• In-depth knowledge of key concepts, challenges and opportunities related to fostering social cohesion and peacebuilding as well as current conflict dynamics.
• Sound knowledge of concepts and strategies to prevent and counter violent extremism including Do No Harm considerations and related sensitivities. Experience in working with security actors is a strong asset.
• Political sensitivity, diplomatic skills and high level of integrity.
• Psychosocial support training and certification is considered an advantage.
• Ability to process complex data and extract and communicate comprehensible and coherent information, both for internal as well as external usage.
• Creativity and problem-solving skills, solution-orientation also under challenging circumstances.
• Ability to work under pressure and in accordance with tight deadlines.
• Experience working in a multicultural team and international context.
• Excellent command of spoken and written Portuguese and English (C1/ C2 level).
• Knowledge of additional languages spoken in Northern Mozambique is an asset.
General professional experience:
• At least 5 years of experience working with international organisations, non-governmental organisations or related institutions on topics of peace and security.
• At least 3 years of experience in an advisory role in the private, public or non-profit sector.
Specific professional experience:
• At least 3 years of experience working in the in the context of forced displacement and fragility
• At least 2 years of experience working on security-related topics and/or security risk management
• Experience working and/or collaborating with UN agencies and/ or BMZ-funded projects is considered an advantage.
