Action Against Hunger is a humanitarian association recognized as a public benefit and founded in 1979, the organization operates in 47 countries in the areas of nutrition, health, food security and livelihoods, water, hygiene and sanitation and mental health and care practices.
Specific Objectives (Not Complete)
Ensure the Action Against Hunger (ACF)’s compliance with institutional, donors’ and ACF procedures in Mozambique and the efficiency of internal control procedures.
Objective 1: Analysis and verification of the efficiency of control procedures to identify any form of incoherence and mission non-compliance
- Review and analyze records, reports, financial statements and management practices to ensure adequate internal controls are in place to mitigate risks in compliance with laws, regulations, donor requirements and ACF policies and procedures;
- Verify operations and their compliance with procedures on a regular basis, make recommendations and monitor their implementation;
- Carry out internal control reviews of in-country processes including cash management, procurement, logistics, Human Resources and stock management including food commodities, assets management and coordinate with the relevant departments to correct weaknesses and improve controls as needed;
- Produce the required reports and action plan;
- Develop a tracker to be regularly sent to the implementers with regular monitoring;
- Follow up the implementation of recommendations of the findings;
- Conduct and participate in trainings, awareness raising sessions and refreshers for compliance with ACF rules and Donor procedures.
Objective 2: Follow up on external audit recommendations
- Monitor the implementation of audit recommendations by maintaining and sharing a consolidated table of recommendations;
- Ensure the filing and archiving of all audit reports;
- In coordination with country management and HQ finance, assist with the follow-up and resolution of external audit.
Objective 3: Ensure the compliance of ACF Mozambique with the ACF anti-fraud policies and procedures
- Ensure the compliance with ACF zero tolerance policy related to Fraud;
- Identify risks of fraud and corruption in ACF operations and ensure that preventive and control actions are put in place;
- Regularly sensitize teams and partners on the risks of fraud and corruption; Ensure that each member of ACF Mozambique knows the mechanisms for reporting fraud;
- Alert the Country Director in case of fraud and corruption situations and implement corrective actions;
- Maintain a monthly update of the corresponding secured database;
- Ensure the implementation and adherence of the fraud and/or abuse reporting system while maintain confidentiality;
- Actively participate in the development and adherence of a complaint reporting system;
- Lead confidential investigation on potential fraud case and provide requested fraud reports to the Country Director.
Objective 4: Support Field Coordinators and Country Director to ensure the compliance of ACF Mozambique with the ACF safeguarding policy and procedures
- Together with Field Coordinators develop a plan, measures and guidelines for the management to protect and promote project’s participants (staff, partners, beneficiaries, non-beneficiaries) safeguarding;
- Organize (in coordination with HR Department and HQ – ARC Department) training for all staff members and partners (if relevant) in relation to safeguarding;
- Support the Field Coordinators in carrying out confidential investigation on potential violation of safeguarding affecting ACF staff, partners or beneficiaries and provide requested complete reports to the Country Director.

- This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task;
- Maintenance of high technical standards;
- Conduct all duties in a professional manner following Action Against Hunger staff regulations, Action Against Hunger mandate and charter including promotion of gender equality and safeguarding.

Skills Required
Diploma/ Level of studies and Experience
- A University or College degree preferably in Finance/ Economics, Accounting and Auditing, Business Administration, Logistics, Public Administration, Law, or a related discipline;
- ACCA, ACA, CA, CIA, CISM, CISA, or any other relevant professional designation are desirable;
- A minimum of two (2) years’ internal audit experience or controls assurance or compliance;
- Minimum two 2 (years) of previous work experience in international development, humanitarian assistance or related sector in Internal Control, Audit, Risk management, Logistics, Finances or Human Resources.
Required skills
- Excellent written and oral communications skills in English language;
- Well-organized, attentive to detail, and able to manage multiple tasks concurrently;
- Proficiency with Microsoft Office (Outlook, Excel, Word);
- Previous experience working with international partners;
- Strong organizational and investigation skills with a broad understanding of various program sectors and activities;
- Extensive knowledge of donor rules and regulations (BHA, ECHO, WFP, UNICEF, etc.) is preferred;
- Excellent critical thinking, superior problem solving skills and ability to use good judgment when making difficult decisions;
- Ability to be flexible, yet focused and reliable, in a work environment with frequently changing demands and circumstances;
- Ability to work effectively independently and in a team atmosphere, encouraging colleagues to contribute to common work goals achievements.

Remuneration: 172,652.00 (Gross monthly Income) and 13th Month paid in December (prorata depending on the starting date)
