Job Description

Summary of role and responsibilities:

The MEAL Manager will be responsible for overseeing monitoring, evaluation, accountability, and learning (MEAL) activities, ensuring the implementation of SI’s policies and priorities within the Mueda zone of intervention. The MEAL Manager will provide strategic direction for his area of intervention, technical support, and lead the development of MEAL tools and methodologies to ensure program quality and accountability.

Key Responsibilities

Strategic orientation:

  • Participate in developing a sector-based strategy (M&E, accountability, gender, do no harm) in line with SI’s policies and priorities for the intervention country;
  • Contribute to programming work.

Training and technical support:

  • Develop program teams’ capacities in data collection and analysis (methods, formats, software, etc.), indicator measurement, complaint response mechanisms, and do no harm analysis;
  • Create and deliver training modules in collaboration with the MEAL, Program, and Technical Coordinators;
  • Provide technical and methodological support for M&E activities, data management, and integration of cross-cutting issues;
  • Assist program teams in creating or adapting tools for indicators monitoring, impact monitoring (M&E plans and survey tools), and risk analysis.

Monitoring and evaluation of SI programs in the area of intervention:

  • Contribute to the development, review, and harmonization of M&E tools and data management, especially in M&E Plans;
  • Review the relevance of reports, analyses, maps, and recommendations produced;
  • Suggest adjustments or new activities to improve operational quality or approaches, in consultation with Program Managers and Program/Technical Coordinators;
  • Conduct advanced analyses upon request from the Program/Technical Coordinator;
  • Contribute to the terms of reference for external evaluations and studies.

Accountability:

  • Support the design and implementation of complaints response mechanisms;
  • Ensure that the key principles of the mechanism are respected;
  • Regularly analyze the complaints and feedback received.

Institutional knowledge building:

  • Capture and build on institutional knowledge regarding M&E activities and mission results (lessons learned and recommendations) and ensure these are communicated to Program Managers;
  • Support the recommendation tracking process and action plan development;
  • Use SI’s IKB tools to document MEAL tools, methodologies, and approaches;
  • Produce a detailed handover report in the approved SI format at the end of employment.

HR Management & capacity development:

  • Ensure that new staff are briefed on MEAL roles and responsibilities;
  • Participate in evaluating and assessing the performance of staff under his/her supervision;
  • Identify training needs.

Reporting/communication/representation:

  • Contribute to the writing of project proposals and report sections on MEAL;
  • Ensure the correct formats and deadlines are respected;
  • Represent SI when required or delegated;
  • Develop articles, case studies, and success stories upon request;
  • Share with the appropriate authority any security-related information or events that may impact SI activities and team safety.

ORG Chart Position

  • Line Manager: Field Coordinator;
  • Line Report(s): MEAL Team Leader, MEAL Officer;
  • Functional Manager: MEAL Coordinator;
  • Coordination with rapid response mechanism MEAL team to monitor interventions in Cabo Del Gado area.

Profile of the Candidates

Education:

  • A University degree in a relevant field (such as: statistics & data management, social science, public health, development economics, or a related subject area) – a technical degree together with additional relevant work experience may substitute for education.

Experience:

  • A Minimum 3-4 years of working experience in Monitoring, Evaluation, Accountability and Learning-related functions.

Technical skills:

  • Experience in setting up quality M&E/MEAL processes and creating logical frameworks and data analysis that leads to learning and action;
  • Proficiency and experience with mobile data collection such as Kobo, is strongly recommended;
  • Proficiency with Microsoft Excel, SPSS or other similar software. Knowledge of PowerBI are additional assets.

Soft skills:

  • Fluency in English and Portuguese is required; local languages (Maconde, Swahili, Mwani) is a +;
  • Motivated with good organization, planning skills, including prioritization of work and ability to cover a large scope of tasks/activities;
  • Accept to work from remote area with volatile security context.
